Roman made his fortune by basically moving antiquated Soviet rolling stock and moving oil around. Back when Russia was emerging from Glasnost the old infrastructure was left unused! It was seen as just old and antiquated and was perceived to be part of the old Soviet era. So it was left as junk basically. But Abramovich seized on this opportunity and used this antiquated "junk" to his advantage and "took ownership" (ie stole) the rolling stock and started moving oil around the old USSR.
