In the Doom 3 mod Classic Doom 3 he talks but in an evil voice!!!!!

The DooM guy never speaks at any time in the entire DooM franchise. In the older games, one reason is that there's no one to talk to.

It's also best that he doesn't say anything anyway. That would be like Gordan Freeman, Samus Aran, or Mario talking to people.
