with only 128 LEDs u must b using a 10K rpm motor, what's the highest speed pulse the LED's will take to see?

CBS invented this technology back in the 1950's it didn't take off because RCA dominated the market

Thanks to the Microchip technology I used dsPIC33 family 16 bit and yes it has dual port RAM and DMA unit i hope that is will be good help for you to build one

CPLD or a high speed miTEK CPU is the only way you could ever do something like this. 8-bit is out of the question unless its a high clock speed.

You also either need dual-ported RAM or a dual refresh buffer that writes one frame while the other is being scanned .
