Contrails can Form EVEN on the ground if the Air temp and Humidity is with in range.

It's a combination of temperature and humidity. For (engine exhaust) contrails to form, the water vapor from the exhaust has to add enough water to the air to push it past the saturation point, also known as the dew point.

As a Jet Air Craft flies, intake air is burned with fuel and Hot Gas comes out the back. If enough water is present in the Gas, and the air is cool enough Contrails form.
