Sadly it's not an anime. It is however a series of bullet-hell shooting games where you progess through levels of increasingly difficulty to a final boss stage. The games are renowned for their difficulty and skilled Touhou players are often said to be able to dodge rain.

There is a HUGE fanbase; so there are a lot of fanfictions - doujin art and manga. There are some fanmade anime one-offs which are surprisingly good quality as well.

@Lauralfr Probably windows movie maker or something, you don't need a complex program to create simple videos like this

@Lauralfr Probly Sony Vegas 9.0 , that way he can make HD videos. Windows Movie Maker is just a bad program to use. Never use it so you don't get used to it. Sony Vegas is one of the best , if not the best, program to do video editing and making videos. Its not complicated to learn how to use it, just follow some easy tutorials on the internet.
