John - the coat is an epoxy replacement called Tuffleye. It comes in 3 styles: core, finish and flexible. In the video he's using the flexible material and it's cured with the blue light. This saves you having to use a rotating wheel to dry the epoxy and you get the flies in 1 minute instead of 1 hour.
