I agree that filing, then sanding, then buffing would be the traditional order of finishing, but a wheel like that can really take off a lot of metal (this is especially noticeable when buffing metals with stamped words or fine texture). So I think he has just found a short cut. After all, he is not finishing any large areas-just the ends of the wire, so a complete finishing is probably not needed. Just a guess..
