My guess is they wanted the logo to shift from an ancient, "B.C." style to a contemporary-theme. Notice the sand is blown off of what appears to resemble the wall of an archaic Roman Colosseum, before flashing to the modern day logo. Keeping with that theme, mind you, there were no U's or W's in the ancient Roman alphabet—they managed to make do with V.
The only difference between this show and Airwolf is the Universal jingles. On all "Quantum Leap," eps. from 3/1989 - Sept. 1991, the Universal 1975-91 logo is seen, but they usually use the 1987-91 Universal jingle.
On some S3 eps. of Airwolf, they had the main theme playing over both this logo and the Universal logos, which is also true on another Universal show called "Amazing Stories" (1985-87).
No they didn't. The Main Theme finished before the Belisarius logo came on. The ONLY time the music played over the Belisarius logo was for the made-for-VHS cut of the original two-hour 'PILOT' episode; "Airwolf: The Movie" - check my account for the clip in question on Page 2 (WillWill45 has disabled URL's in comments).
The Belisarius logo was also seen at the end of "JAG" (originally aired on NBC, later CBS), but on "JAG," the Belisarius logo had the "In Assocition With" byline at the bottom and "JAG" was produced by Paramount Television (now CBS/Paramount), instead of Universal.

KRS Logos made a typo on the Universal TV logo description. They said it was from 1975-1991. It's from 1975-1990.
