I would have to disagree. Those that hold power, hold might and money, hence everybody else will follow the lead. Now whether this happens for personal gain, or because of fear for one reason or another is dependent on the situation. Let me give you an analogy....Sierra Leone, child soldiers killing and raping, who is responsible? The Generals in charge of kidnapping those kids and making them soldiers, or the child soldiers themselves?
