if you have one object over lapping another, you can fixate them together without having them fixated to the background, just as long as the fixation is directly on top of the two objects.

right click circle with the brush tool

Go to geometry settings > add center hinge

right click the hinge with the brush tool

go to hinges... > motor

other options:

speed=how fast it rotates

strength = how much weight it can handle

control with arrow keys = press left and right to spin the wheel manually

reversed = it normally goes right, but this will make it go left
