That's exactly why they chose her, I read in an interview with the directors that "They found people who could act like Luna, but none that could be Luna..." so they decided to make open casting calls. Isn't she adorable though? :-) Not Loony or freaky at all haha!
We all have complaints about the films, the directors, the acting, and the writing. But things that have always been consistent on Harry Potter are these BRILLIANT technical aspects like costume, set design, props, and so on. I think the costume director for Harry Potter has done a terrific job on everything really.
