Law 5: Any country that deny law 1, 2, 3 and 4 will be nuked.

Iraqs oil infrastructure is so run down that unless international oil companies pay the many billions to reconstruct it Iraq will not have enough oil to succeed.

As long as Iraq continues to insist on owning the oil and merely employing the oil companies to produce it then it should be ok.

At the end of the initial agreement the Iraqi parliament can look at the situation again. At some stage Iraq will be able to take over the whole process itself.
