Actually....who would win depended on the circumstances and the character match up....each show has its own champions, loop holes, etc. Power wise, DBZ gets the cake...however, not much in the form of mind tricks in DBZ where in Naruto the power of your own mind can be used against you in a way you don't realize until it is too late...the same could be said for chakra/chi stealers....without chi/chakra, neither group could rely on powered attacks.
