jungle is like well scatty and hardstep is sort of like the jungle version of oldskool, cos oldskool has a consistent drum loop to it but its got the constant 4/4 kick so u know its oldskool, hardstep is kinda like that but the more jungley version. cos oldskool is quite characterized by piano, euphoric singin etc. like hardstep is like jungle coz its got that rollin bassline

Someone correct me if I'm wrong, but Hardstep was just one of the first DnB dances back when the genre was breaking apart. Similar to those who jump vs. shuffle.
@orbojunglist i always associate Hardstep with Source Direct, Digitial & other Amen choppage styles circa 1995 check Grooveriders Hardstep selections, this to me is Jungle

hardstep is less frenetic,usually with less amens.
basically stipped down jungle which in turn got stripped down again to form jump up,and so on till you get to the mass of sub genres we have today.
