He wants people listen to his message because of the message, not because of the physical evidence.He wants to avoid a cultic movement around him.Only a few loyal and independent people will stay with him till the end.
He did but the pple who had the photo shop sabotaged the pictures they were probably working for a govt. The two women Asket & Neru have lookalikes in the US. We have their DNA so it makes sense.
why wouldn't Billy take a pic of the inside of the craft or the aliens?

actually I guess he did.. a few rolls of film of inside the craft talking to ppl, etc.
but I guess they were "stolen" from him at some point.
