Yes. It tries to visualise how the fundamental group of a topological space is constructed. Basically one can add paths (grey curves in the video) by attaching them to each other (see more detailed explanation above). The fundamental group is used to distinguisch topological spaces, since topologicaly equivalent spaces have the same fundamental group.
just a technical issue, the fundamental group is supposed to be a group with loops but thats not too important. ultimately the important thing of the fundamental group is that different spaces have different groups. two spaces with the same group may not be equivalent
