The word common imply that the holding of the political power must be common as well, beacuse the political power in case of the absence of the private ownership of the means of the production (m.o.p.) is a form of the mean of production itself.
When the state owns m.o.p., then its citizen must rule it by the direct democracy (Council Communism i.e.) to achiebve the real COLLECTIVE ownership of the m.o.p.

During the revolution, the republic of france ordered the massacer of 450 000 of his own citizen suspected to be monarchist in the south of france.
