(In the case of Banjo-Kazooie) Well, it's up to their creators and their company videogame. Look how much work Hideo Kojima had to put Snake in Brawl. Kojima went to Nintendo in person and he didn’t wait for the Nintendo’s call first. Unfortunately, it takes more than just the popularity's character to achieve these things.

I'm not an anti-krystal, but if there would be a 4th star fox character, it should be caiman. He can deploy it a lot better than her, if you know what I mean.
