It's SNK's style for grabs which is why some grab characters can actually combo their special grabs after a normal attack. Both versions of Akuma can combo it but Shin's is an unblockable attack compared to Akuma's grab version. It's the only game that has it this way. All Capcom games are just grabs.
Some moves have an automatic blocking feature. there are 2 versions.
1. The move will auto block for you, absorbing the attack and then you are free to manually do a counter while the enemy is still doing their "hitting" frames and you are free to do something if you are fast enough.
2. This move absorbs the attack and does an automatic move for you.
If you go to my "uploads" tab and in the search type "autoguard" it will show you more videos demonstrating this move.
I would assume that the best chance to use "Shun Goku Satsu" flawlessly without the opponents blocking it or avoiding it, would be to have them knocked dizzy so that way they'd be helpless and open to the attack.
The best way is to combo them. Since this game's combo scheme is based off SNK games, you can combo them after certain punch and kicks and it will connect.
It's balanced this way. Only akuma's exceed version is mega powerful. If they kept shin akuma's at high damage just for a level 1 super move, then the fight would be over way too quickly due to it having very high priority.

Can Kasumi counter Akuma´s DM(that he fall into opponent´s head) with qcf+b ?
I read in a lot of site that Kasumi´s hcf+b counter frontal and *aerial* attacks.
Can it be possible ?Since she can counter Ralph´s Infamous Galctica Phamton as well...

I don't get it? "pure" grab? But it still grabs in normal version, right? It is because there is no grab animation in the exceed, or...?

In Capcom Vs SNK 2 Shin Akuma has a higher attack power but his health over-all sucks. He's Weaker Vitality wise. I guess to balance him out.

Don't frget one more thing: Shin Gouki's Shun Gokusatsu can combo after light tatsumaki (and other juggle moves). This proves your theory even more.
