As to the camera guy. You need to understand how vulnerable a cop can be while making an arrest/dealing with a person. All were just on high alert. Think about when people film a parade, demonstration or speech with their cell phones. They do not have the consent of the participants - and I don't think they need it. I think you can record anything you like and anyone you like so long as you are in a public place. I could be wrong though.

What happens is the police try to intimidate the person with the camera, and threaten to place him in handcuffs (he says "I'll hook you up" - handcuffs). That would have been illegal for the cop, since the guy with the camera did nothing illegal. What the police don't like is one thing, whether it's illegal or not is another thing - and it is not illegal to video the police in public.

There is no law that says you can't video tape police officers. There is no such law anywhere in Canada. Anything that occurs in a public place can be videotaped by anyone, anytime. The most important part of this video is the police officer challenging him for videotaping as if he did something illegal - he did nothing illegal. The police officer then threatens to "hook him up" (in other words place him in handcuffs), but it would have been illegal since there is no offence.
