He says the cop handled the box to him and said..... what?

"a guy by the name of Moog beat you to it." Robert Moog developed the Moog synthesizer, a ground breaking analogue synthesizer a while before that.
The cop, amusingly, pronounced the name wrong, it's Moog like vogue.
