Highly addictive /harmful drugs (that are both highly physically harmful and detrimental to one's social life) such as cocaine and heroin are so addictive,once the user begins, they no longer have the choice to use the drug because it's HIGHLY addictive. Alcohol Prohibition inadvertently put violent criminals in business. Al Capone was only able to give people what wanted/couldn't obtain legally. The people knew alcohol was harmless in moderation for recreation,wanted to make own decision and disagreed with law. Alcohol has been part of human culture for centuries. Violence is crime. But government budget is so unbalanced yet wages costly/inefficient 'war on drugs' to prevent marijuana intoxication (again less addictive/harmful than legal drugs)
