Crossing onto palestinian land would require a sovereign palestinian state first, which never existed. You could speak at best about "disputed territories", which does not mean that until a final settlement of the conflict, there will be a total absence of security measures.

Sure, international law is a bit more controversial and murking than the domestic laws made by and within a nation.
