My take on this however is a set up for project bluebeam.
It looks like the theories told by every physicist on how black holes are formed and created. Look it up, and there are videos on black holes too. This is Probably by a dying star very very far away.

Oh and the reason why it would be a rocket that went wrong as they said is because it is allowing thrust at two ends, if it were only at one end the rock would have flew normally. but this two ended exhaust if it is a rocket would undoubtabuly be the reason as to why this test went wrong. so clearly this would be abnormal.
I'm not saying its not a UFO i'm just saying how it could still be a some sort of rocket, why they would launch it so close to a built up area is what i find weird.
Firstly the reason why the light does not just go out is because somthing is being expelled from the rocket at a high temputure similar to a firework.
secondly, the centre vanishes first because the source of light and the substance has run out, however both are still propelled away from the source (rocket) giving this black hole effect. the edges do eventually fade.
I promise you the questions you have raised are very explainable.
I was watching the Norway Spiral videos and if you look at that spiral, you can see a beam of light that looks like it is coming from a large spotlight on the ground. I think it is a projection of some sort.. Ramping up for Project Bluebeam, no doubt!

Same effect if you drive a motor boat in circles on water. Think of the boat as the out of control rocket spinning in circles. The waves you generate are the gasses you see light being reflected off of. Why so quick to think aliens? Our own governments have crazy crazy stuff. Why not assume it's one of their projects? The dissipation of the center first means absolutely nothing. If someone was spraying a garden hose on a fog pattern directly at you, then stopped spraying h2o, you would see dissipation begin in the center first, when the source was shut down and continue to see the pattern on the outside until the last h2o molecules finished their path of travel in a cone shape to the outside ring, hence showing dissipation from the center first, with the center growing until it meets the outside ring.

@silentmime Likely a reflection of the sun or moon. Think of it like seeing the clouds at night lit up by the moon when on a beach, or perhaps the way a sunset lights up the clouds and not the ground.
No law of physics doesn't allow the existence of worm holes. Yet, we can't imagine how a warm hole could form. That doesn't mean that other intelligent beings in the universe didn't discover how. So, that doesn't exclude the possibility that wasn't some sort of worm hole, regardless of how crazy it sounds (for us).

You're mistake is claiming that there is a single light source. The light is coming from fuel which is spraying out of the rocket and hanging in the air, so the entire spiral is a group of many small light sources. You can see the same effect in those fireworks that spin around on wheels.
there are more than 1 fuel sources in most rockets, if they both leaked before ignited it would happen. The "light" disappears from the centre because the fuel evaporates, a glass of water doesn't evaporate from the left side before the right side...

This does NOT explain the totally cymmetrical black hole appearing in the middle. Even if it had been falling away it doesn't explain this cymmetricity. It is expanding. The edges would not vanish first. The engine shut off, therefore it would expand from the center as a shut off source (no light or smoke). That is not too hard to visualize.

Gravity at that height is just about the same as it is down here. .. However there is much less air if any at that height. The exhaust partials have mass and are moving at 1000 of FPS . But very little air drag. When the solid fuel runs out it no longer spewing high volatility partials.
That glow is like a ring around the Moon. Understand how a rainbow works and it will help explain what you see here.
