If you break strings regularly your guitar needs attention. With good tuners, and a properly filed nut and bridge you should almost never break a string unless the strings are very very old, in which case they should no longer be on your guitar

To answer why the tuner might be sharp. Most non strobe tuners aren't capable of exact perfect pitch to begin with.

Regular needle, LCD and LED display tuners vary greatly. The higher end units are only accurate to 1/6 of a cent and are incapable of extremely fine tuning.

stroboscopic tuners (Strobe tuners) are 30 times more accurate than a quality electronic tuner, being accurate to 1/10 of a cent are used for setting intonation.
