Nah, Ho-Oh really doesn't have any moves that could seriously damage Lugia, especially since Lugia is a wall. I'd say that with its Hydro Pump, it could take down Ho-Oh fairly easily.

@OficialArceus493 lugia has terrible special attack ( atleast for an uber anyway ) so HYDRO PUMP wouldnt even matter anyway as it would prob just about do half damage... incase you didnt know ( i bet you didnt ) lugia only has a 90 base stat for attack and special attack meaning it can only reach 306 if ev trained with max iv ho oh has the same special defence (154 base) and alot higher attack (130 base ) and special attack ( 110) so ho-oh is alot stronger. try getting your facts right first :)

@OficialArceus493 imo lugia is only good for toxic stall or calm mind other wise his attacks will be super WEAK in the uber tier battles because ho-oh`s defence and special defence isnt that bad it can actually use the calm mind set better than lugia also ho-oh can use super effective moves against lugia such as : ancient power, shadow ball, thunder or thunder bolt and thanks to ho-oh`s new ability regenerator ( it get 1/3 of its hp back when you switch out) this makes it almost unbeatable :)

Actually, since Lugia is faster than Ho-oh, I'd say they're about even. Lugia has pretty high defense stats with slightly lower attack stats, while Ho-oh has a higher attack stat, but poor regular defense. In fact, I'd actually say that if you taught Lugia Waterfall instead of Hydro Pump, it would take out Ho-oh a lot faster than if you tried to beat Lugia by having Ho-oh use the moves you mentioned (since Ho-oh as really low sp attack and Lugia has really high sp defense).

@poochy2479 yeah. a physical lugia would have a good chance since ho-oh and lugia have the same special defence stat. and ho-ohs special attack is 110 that isnt that low but if you compare it to the special defence of the two i guess it is. the problem with ho-oh is that the only good physical attacks it gets are sky attack and sacred fire.
