I think this song is about the Nazi Einzatsgruppen (German death squads) who operated on the Eastern front in the early 1940's indiscriminately killing innocent men,women and children. Many of the killers were normal everyday family men. Great song. What age was Ian when he wrote this? 20? 21? Astonishing maturity...
Also, the version recorded under the moniker of Joy Division, in my opinion is better. I do understand that they had the same members and played alot of the same songs, however, their sounds are slightly different from each other.
But on later songs Peter Hook normally sang as backing vocalist. I wonder who they consider better suited for backing vocals on the chorus: Barney or Hooky?

Warsaw is much more raw than when they recorded as Joy Division. You can hear more of the punk influences.
