u kno, now that i think about it their r rules u have to follow eg. travelling(way more then 3 steps), pushin, n all those obvious 1's r not allowed. carryin izn't realli considered as 1 cuzz its hard not 2 sometimes. And as for double dribblin, it doesn't matter as long as its not frequently all the time,and as long as it LOOKS like a trick. I think that's wat they mean by no rules and as for fouls, that juss wastes time so instead of freethrows u check instead.

It's out of respect for how they play the game. They let them do their moves to put on a show for the crowd. Plus, for those rare occasions when the D stops them while they're doing all that crazy stuff, it just makes it all the sweeter for the defender.
