The song is about Babylon falling. The song is an allusion to THIS biblical reference; "Fallen, fallen is Babylon the great!".

Which is why K-OS sings "Hallelujah, Babylon is fallen, Babylon is fallen". What else did you think Babylon meant, or where it came from?
