Whilst his comment is perhaps well overstated and over generalised, the bottom line is any military which is conscript based is going to be full of people who'd rather be doing other things... What conscription is about is giving large numbers of the population training so that not only can current needs be met, but in the event of an emergency reserves can easily be called upon. There used to be '30,000 Spetsnaz' by USSR, Russia is only half the population, so naturally = less

Likewise the idea is to not leave them out in the cold here either in Australia, with much of the training and experience well regarded in the civilian world or accredited comparatively high pay etc

This said however the situation in the US/Australia has been markedly different to say that of Russia which has endured a far more brutal set of trials and thus a diff priorities
