Listen to the video again. Follow the interviewer's path of question. You'll see what Ron Paul says is that rebuilding infrastructure is a good thing but the money for it needs to come out of something else (i.e., cut spending in other areas.) Paul is (and has in the past as well) saying that money spent blowing up bridges (in Iraq for example) could be better spent BUILDING bridges at HOME. Take all that money we throw around the world and spend it HERE.
