Go through the College Of Winterholds quests and obtain the Archmage robes pus the Morokei. Equipped together they stack and give you 200% magicka regeneration. Plus they make you look like a Nazgul from Lord Of The Rings its a graphical glitch.

when i gave the jarl in whiterun the axe he said nothing like he said in the walkthrough here instead so did he kept the axe and needed help with some dragon? i havent killed a dragon in skyrim.. its thats why?

You get a quest to kill Tullius and the emperor both if you do some dark brotherhood quests. I killed Tullius in the Solitude harbor :)

In PC, you could kill a child if you get a mod. Not sure if there is any way to do it on consoles.
