That 5g prelude CAN aim it's headlights well but you cannot control a sh!tty HID kit's beam pattern. SOME cars are meant to use an HID without a projector but that doesn't mean you can even take those particular bulbs and make them work in your POS Chevy Cobalt.
Even hid projectors glare a little bit. If the light was focused perfectly it would be...a laser. Integra projectors aren't perfect, but they're not even close to as bad as that camera makes them out to be. The cutoff is very decent.
I had a car with factory HID lights, that weren't using a projector lens, and I had one with an aftermarket system in it. It can be done properly, but that guy obviously didn't bother with any aiming, or possibly that vehicle can't do it. My aftermarket system equipped vehicle has air ride that levels the vehicle, but most factory vehicles need headlight autoleveling also.

This is an HID installed without the full retrofit. It's just an H1 bulb with no projector over it.
The video was made to display how HIDs with no projector are a hazard to other motorists.
Also, the passenger headlight is left Halogen to compare and contrast.
