Have you ever actually seen the movie and the scene in context? By the way, French & Saunders greatly admire Fellini - this is an affectionate poke at him, not a downright parody.
Rather than a parody of Fellini, I think this is a homage to his genius, though without taking things too seriously. Fellini would have loved this, I'm sure. In the same way, Woody Allen pays homage to Ingmar Bergman, whom he notoriously is much inspired by. Doesn't mean you can't poke fun at something or someone you admire. It's a way of showing appreciation for them as well!
