The "secret space program" is no secret. NASA was always a propaganda spin-off of the military's real space program. The military has it's own satellites some of which are public knowledge. But most of what the military/industrial complex engages in goes far beyond any NASA project. More importanly, these technologies are private, not public property. Like Area 51, they belong to a consortium of private military contractors which is why they are never part of the public record.

What you have here is a really bad optical 'stack'. I suspect the problem is in the lens barrel of the zoom assembly of the video cam or the worst optical polishing and figuring job ever.

My guess is these are ridiculously high powered images, zoomed even larger with a video cam zoom of stars being tracked with an standard astronomical equatorial mounting.

Notice the slight regular position corrections which are likely declination corrections due to misalignment on the pole.
