Ha! I stumbled upon this creature while exploring an underwater cave in Endless Ocean (a Wii game) and it talked about the wiggling "prey" to lure fish towards the frogfish's mouth. This is a perfect video to demonstrate this in action. That is so badass that a creature evolved the ability to "go fishing."
They are starting to accept now that they walked in water before they walked on land which is the more reasonable answer. Over time they began living on land and in water and became amphibians like frogs.
At the end it looks like an anemone with a worm. LOL
