Mito Uzumaki the one who 1st sealed the kyuubi within herself. Kushina subjugates the Kyuubi throughout life then stops it after giving birth and tehn having the fox ripped out and made a barrier the god of shinobi couldn't get in. Think number 1 has to be between the two of them. Konan is only the second character to so far to have damaged tobi (minato was 1st) - billions of exploding tags she so did not deserve to die.
