i've been watching ghost hunters a lot so i'll take my guess at what that is, it's dust, possibly a draft coming in from ventilation, or somewhere else could be blowing something past the camera and thus turning it on, and then some of the dust from whatever passed by the camera was caught on film plus the camera appears to take stills and doesn't record until activated by motion thus making it harder to find out what truly turned it on.
