Well, I just looked things up for you... apparently, it's possible that he's become/becoming sexually mature by now. Cockatiels normally do such things once sexually mature in the abscence of another bird. My own bird has not done such things, but he's anti-social anyway... So good news, he shouldn't be sick, but you should discourage him from this behavior unless you plan to have him mate soon.

I'm not going to mate her anytime soon. She is only 5 months old when usually, Cockatiels mate around 17 - 24 months, maybe even more. And it's dangerous to mate them at a young age. It causes complications and such.
That's mating behavior alright. But it's female mating behavior. I think Charlie may be a Charlene.

Yup, he is a female. This kind of behavior happens in females, and it saddens me because I really wanted a boy.
(Shee's doing this right now as I'm typing). I'm not mating her though, she's too young.
