Dogs chase things, its their instinct, be it a tennis ball, a stick, or a radio controlled buggy. The owner of the model did NOT run down the dog. The dog ran to the car and got collected. If a vet bill WAS involved it would have been the pet owners responsibility for carelessness on their part.
