From the looks of it, it looks like the character's (Brisco's) animations are set to a specific length, not necessarily to match up with his dialogue. So that he finishes saying his lines, but his animation still has to play out before the next set of lines can start, along with his next set of animations.

It actually happens quite often in games, which is why a lot of programmers are sneaky and have 'looping' animations that just play over and over until the dialogue ends, then switch.
