I, m pretty sure that it is technically ticking because of how he does it. Strobing is generally extremely fast popping that is more like you are vibrating. Whereas ticking is doing movements and hitting at steps in between them.

I would have to disagree with the "Milking" comment. If you watch his Kollaboration clip 2001, 2003 and 2005 you will notice that he uses different dance moves everytime. The only thing he does that same is his "Strobing" move because that is considered his "Trademeark". For instance, how many times has Michael Jackson done the same Moonwalk at his live performances? Quite a bit I would say, but nobody considers that "MIlking it" because that is his trademark. David is one of the greats.
