China wasn't the smartest civilization by any means! The Middle East has always been the best during ancient and medieval ages. Babylon, Egypt, the Abbasid Caliphate, the Persian empire, the Ottoman empire etc were all Middle Eastern. It was only until the Mongolians sieged and destroyed Baghdad ( the capital of the Abbasid Caliphate ) in 1258 that the Muslim world started going down the hill.
And the first paper factory in the world was not in China, but in Iraq in 751.

you cannot compare the culture of China to Old Persian for the same reason you cannot compare Buddah to Alah, because they are each dominant in their own sphere ( Near East vs Far East)
