He does work at the mine, however one of the NPCs mentions that he went looking around in the river or something and never came back. There should be a path across the river that leads up the waterfall and into a cave nearby, Darkwater Pass. He's being held prisoner by Falmer.
Awww poor you. Hopefully future patches and/or mods will help fixing various bugs related to wedding and Derkeethus. He is definitely my No.1 NPC to marry in Skyrim.
Oh and a small question if you don't mind: are you playing as a male Argonian? x3
@Nikothraa Hah, nice to see M/M Argonian couple around. There's a major bug which makes Derkeethus unable to move into your house. About the wedding, it'd be nice to have your spouse stand around after the ceremony lol.

You don't need a specific ring. Wear an Amulet of Mara and talk to him.

Yes, I am playing as a male Argonian. I don't think it's a bug, per se. I think he was just in a big hurry to run back to Goldrock Mine.
