I live in Milwaukee County where Scott Walker (the WI GOP candidate) is County Supervisor and he absolutely meant for this to be racist. Not only has he gotten elected and re-elected by pandering to the fears and prejudices of suburbanites, but he's the main reason why Milwaukee is one of biggest cities in the US that doesn't have some sort of commuter rail.
