I tried playing the fan translation of M3, and I just couldn't stand it. I want to play it in English after playing it twice in Japanese. I should probably just get a GBA flash cart.

You can if you get GBA flash cart and then put the game on that flash cart, I know a few people who have done it. Otherwise, I don't think you can play it in English on a handheld, unless you have a PSP and put it on there.
