High & fast doesn't compare to low & slow. You could totally buy a Flat Top paramotor for every agent for the price of ONE of those aircraft. Flying 100 ft off the ground with 1000 agents will be way better than 1 plane.
@imasuper0308 my thoughts exactly or a more reasonable approach would be buying a couple of R22's or R44s for rapid response rather than call it in to the "air station" and wait for the nearest aircraft to get their which could be quite a while.
