The same laws applied to Pakistan when military intelligence operatives killed Osama bin Laden. Legally, the Pakistani government was entitled to know that the CIA/U.S. military was going to be attempting to locate and kill bin Laden in Pakistan before the operation began. In that case, the military was probably right in not telling Pakistan because it would have likely prevented the operation from taking place. Pakistani law requires notification of such operations prior to conducting them.

The purpose of such laws is to prevent things like the CIA has done when it "kidnapped" a suspected terrorist from the Middle East and was taken from Italy to a secret enclave where the CIA allegedly tortured the man. Italy was entitled to be informed first about the nature of the activities that the CIA was undertaking in Italy. The CIA wasn't conducting espionage against Italy but it was engaging in espionage by conducting the clandestine activities by taking the man out of Italy.

They have completely lied with regard to his documentary. it was not a documentary about suicide bombers per se but about the history of the CAR BOMB. And he did NOT say it began in Iran (from my memory) It begins with a car bomb in New York (Early 1900's don't quote me been 3 years since saw it).In fact he makes this point quite powerfully that ironically that was where the first car bombing took place. CBS have done a filter job on this. I've read his book, he's an intelligent man.
