Personally, I dunno if she lipped or not, but I know I can tell her talking and singer parts are from two different sources. The talking is from the concert itself, and the singing vocals are at least taped over post-production. I have seen this DVD a number of times, and I know the vocals been tampered with. (This does not mean she is not a good entertainer. She is one of the best by far.)

Sorry, but it can be done. First of all, the crowd reaction noise can be added as a separate track. This is how all concerts are recorded. The crowd and the singer's voice are recorded separately.

I am not very sure if Janet lipsynced or not, but it's entirely possible. She has known to pre-record and the lip sync EXACTLY as she planned it, down to the minute details, like where to miss a note, and where to breathe. She is a very good lipsyncer.
