You need to find all pipo cameras on all stages, and you need to watch all videos. The video editor will appear.

How do you make these in the game? Y'know, the ones you make yourself?

I think you have to find all the cameras that are dotted throughout the levels and that record stuff. Then you unlock the ability to make your own but I cant really remember; its been ages since i played it. I play RE4 all the time on wii now.
